What is the goal of Every Child TN?
The Air Game goals for Every Child TN are ultimately focused on lead generation for foster and volunteer inquiries, including:
1) Hit predictive model projections resulting 686-1,372 ECTN foster leads assigned to DCS or
placement agencies within first 12 months of launch

50% of leads generated in first year result from 10 target counties

78% of foster leads generated in first year reflect willingness to care for kids with highe
needs

60% of foster leads generated in first year are prospective foster families of color
2) Demonstrate improvement in gap score by 2% by end of year one; 5% by end of year two
3) Generate 915 volunteer leads generated in first 12 months
4) Receive 100% of partner-earned leads via reporting within first quarter to create baseline for
the state
Who leads the Every Child TN Initiative?
Every Child TN is led in partnership between The Governor’s Faith-Based and Community Initiative and the Tennessee Department of Children’s Services.
Each priority is also led by a leadership council. The Recruitment Leadership Council includes
representatives from:

Where does Every Child TN’s serve?
ECTN is a statewide initiative. Our network is made up of organizations from all three grand regions of Tennessee: East, Middle, and West.
How is Every Child TN funded?
Every Child TN is funded by the state’s Department of Children’s Services, as well as private funding
received by The Contingent to ensure sustainability of the effort. Each of the participating partners have also donated many hours of their time to make this a reality.
How does Every Child TN recruit foster families?
• Every Child TN has a robust marketing strategy that includes targeted digital advertising, storytelling,
organic content, and print materials all based on an analysis of needs of children in foster care in
Tennessee. This strategy is both a statewide rally cry and hyper-targeted by ZIP code and the specific
needs of children in foster care.
• Community members can learn more about opportunities to support the child welfare system and
to become foster parents at everychildTN.org
• Visitors to the website will either choose an organization to work with or receive assistance from
Every Child TN to select a volunteer or licensing organization in their community that best matches
their interests or preferences.
• When a child needs care, licensed child placing agencies or the Tennessee Department of Children’s
Services contact foster homes to coordinate placement, with the goal of achieving an ideal
placement that meets each child’s individual needs by providing the right kind of home, in the right
location, at the right time, and with the child’s siblings.
Is Every Child TN the only program of its kind?
Every Child currently exists through The Contingent’s leadership in Oregon, Arkansas, and Indiana using the following model:
• Assess current needs within the child welfare system through a robust gap analysis, and focus all
efforts to meet acute gaps through both a targeted marketing strategy and collaboration within
organizations on the ground.
• Engage community en masse, inviting individuals, groups, and faith communities to bring
whatever they can to the table to support kids, youth, and families.
• Create a pipeline of potential foster families through targeted advertising and digital marketing
outreach and warm-line concierge service who meet the needs of kids entering foster care in
key geographies and communities.
• Retain existing foster families by providing wraparound services and community support.
• Tell daily positive stories online and in the news to celebrate the efforts of foster parents,
volunteers, faith communities, and child welfare workers.

The Contingent is a national nonprofit that is the implementing partner for recruitment needs with
Every Child TN. Using data-driven marketing, innovative technology, and personalized services, The
Contingent empowers leaders and mobilizes communities for the common good. In Tennessee, The
Contingent is bringing its expertise to lead the recruitment effort in partnership with the Governor’s
Faith-Based and Community Initiative’s collaborative effort amongst organizations, placement agencies, DCS, and faith communities.
